FUNCTIONAL DESCRIPTION OF UNIT: The Youth and Justice Program services students who are educated in secure, non-secure and community-based facilities. The students in the program may be from grades 1 through 12 and are grouped into General Education, Special Education or GED instruction. Staff is located throughout the community and services students in a collaborative effort with many County of Monroe and community groups. This program includes, but is not limited to, providing educational services to: Monroe County Incarcerated Youth Programs at the Monroe County Jail and the Monroe County Correctional Facility, Monroe County Children's Detention Center, Monroe County Office of Probation, Hillside at Northaven non-secure Community PINS Facilities and The University of Rochester at Strong Behavioral Health. ESSENTIAL RESPONSIBILITIES: . Administrative responsibilities for all Youth and Justice Programs including the development of new initiatives reflective of RCSD's mission. . Responsible for the instructional leadership and professional development opportunities for staff throughout the school year. . Supervises staff in partnership with Monroe County and Community Program Facilities to ensure safe and secure learning environment. . Works with Community Partners and Monroe County to function as the primary education provider for both juvenile and adult students from the City of Rochester and others assigned to partnering facilities. . Provides observations, evaluations and manages all staff concerns. . Responsible for all testing, grading and reports as requested and required for on-line, GED and Special Education students. . Complete all State STACS and reporting as required. . Responsibilities include all functions pertaining to maintenance and security of the physical plant. . Maintains complete and accurate records including budget, staff attendance and payroll. . Perform other duties and responsibilities as assigned by the Executive Director of Specialized Services.EDUCATION, EXPERIENCE AND CERTIFICATION Master's Degree Five (5) years of appropriate teaching and/or administrative experience. New York State Certification for School Administrator and Supervisor, School Building Leader or School District Administrator.
