To design, develop, and maintain technology solutions that improve and enhance efficiencies of agency operations RESPONSIBILITIES: 1. Practice and follow all aspects of the software project development life cycle with an emphasis on source code management and documentation, testing, system analysis and contingency planning, integration of software into prototype systems, and gathering requirements and feedback from systems users; design, develop, test, install and maintain software solutions. 2. Collaborate with various members of operations, as directed, to understand current workflow processes, project stakeholder requirements, and deliverables. 3. Formulate development approaches to project deliverables including maximizing the use of current agency technologies, as well as identifying appropriate commercial components; recommending changes to policies and procedures. 4. Follow accepted project management techniques, including the development of achievable schedules and adherence to task completion dates. 5. Provides overall technical coordination for application interface development, testing, and implementation with third party vendors (eg RHIO, HIE, HER) and provider practices. Develops, tests, and documents architecture design specifications for interfaces between VNS information systems and other vendors' products. 6. Participate in application roll out and maintenance as required, including the development of system documentation and end-user manuals. Convert and document existing applications programs as required. 7. Promotes effective working relationships and work effectively as part of a team to meet the goals and objectives of VNS. Works collaboratively with other members of the department to develop new skills and enhance individual and group performance. 8. Develops and maintains a customer oriented environment responsible to the needs of all customers. Demonstrates flexibility, enthusiasm, and willingness to cooperate while working with customers and others whose support is necessary. Displays an exemplary level of patience, courtesy, and tact. 9. Utilizes resources, supplies, and time efficiently in order to contain costs and increase the value of all services to the agency. 10. Responsible for the Key Performance Indicators (KPI's) established by their manager. 11. Perform other duties as assigned by management. QUALIFICATIONS: 1. Bachelor's Degree in Computer Science or Information Systems Management and 3-5 years of direct and pertinent work experience in developing software projects in a Health care setting. 2. Practical and demonstrated abilities to work with the following technologies: Data base systems and Internet software development technologies; SQL Server Management Studio, Crystal Reports, MS Access, and current programming tools such as VB/, C variants, Java, and MS Access. Beneficial knowledge and experience in object oriented design and development. 3. A demonstrated ability to continuously learn new technologies, techniques, and procedures in both classroom and self-paced settings. 4. A demonstrated ability to work independently including committing to and meeting deadlines, taking initiative, and exhibit excellent follow-through on tasks. 5. Strong project planning, problem solving, and decision-making skills. 6. Strong communications, including the ability to express complex technical concepts effectively, both verbally and in writing.
